Personally I think the wither is a harder fight seeing as he fires explosions at you, dealing damage and the wither effect as well as killing mobs continuously running away and flying around. The eneder dragon circles for a bit then you just smack his belly and wait till he comes back. The end crystals are a slight problem but not a big one as the caged ones can be reached easily by ender pearls and then you can easily ender Pearl to the rest. So, the wither would win in my opinion.

The wither can fly too so it's not like the ender dragon has that as an advantage.

Except te Ender Dragon has a set path. He flies around the towers for a bit then goes down to the bottom. The wither will just fly anywhere and attack anything it sees.
