Smooth Quartz is a block added in the 1.13 - The Update Aquatic. It used to have the same texture as regular quartz but in 1.14 - Village and Pillage, it received a new texture. Smooth Quartz is often used in many modern-styled buildings due to its smoother and more appealing texture.
Smooth Quartz was added so players had a choice to have quartz or smooth quartz in their architecture. Until 1.14 the blocks had no difference.

Smooth Quartz can be obtained by smelting a block of nether quartz in a furnace.
