A target is a block that provides a temporary redstone charge when hit by a projectile.

Targets emit a redstone signal when hit by most projectiles such as arrows, snowballs, and Ender Pearls. The strength of the charge is dependent on how close the projectile is to the center of the block – the closer a projectile is to the center of the block, the stronger the redstone signal. A bullseye shot in the center will emit a redstone charge of 15.
